ImpulsoGov is an organization based in São Paulo and working to leverage the smart use of data and technology by the Brazilian public health system (SUS). The highlight of this work is Impulso Previne, a digital platform for monitoring and tracking health data and indicators centered on nominal lists - a solution that provides updated health data for every individual who is a SUS user in that municipality.
History
ImpulsoGov was founded in 2019 by Isabel Opice and João Abreu and, since then, has supported over 300 municipalities nationwide. The organization's mission is to support municipal administrations with practical, evidence-based solutions in territories with the greatest potential for impact, especially in Primary Health Care and Mental Health fields. Today, the organization has dozens of active partnerships with public administration bodies, representative entities of the healthcare system, academic partners, and other civil society organizations.
Impact
Impulso’s work is guided by the most current evidence, which indicates that regular follow-up significantly improves health indicators such as blood pressure and glucose. Follow-ups are most effective when health professionals, especially Community Health Agents (ACS), actively search for eligible citizens; with the nominal lists, this follow-up is strengthened, and resources are used in a more strategic way by primary care coordinators.
Transparency
The organization is open to external analysis, undergoing regular audits, and making financial and activity reports available on its official website. Furthermore, Impulso has a culture of cost-effectiveness and conducts its own evaluations, with regular monitoring of impact indicators.
The Intervention Selected by doebem
The nominal lists are the main part of the Impulso Previne solution and are delivered to the municipal primary care coordination as a dashboard that provides a unified data visualization, analysis, and recommendations platform about priority health prevention indicators. The dashboard allows health teams to identify residents diagnosed with hypertension or diabetes, as well as check citizens’ vaccination or cervical cancer screening status. With this information, health agents can actively search for residents with pending procedures; this search is also supported by the Mensageria, a program that uses online messaging to invite citizens to a health unit visit according to their needs.
